DDWWW Secures Rezoning for $2.5 Billion Redevelopment of Former Galleria Mall in Downtown White Plains
On December 1, 2025, DDWWW secured rezoning for the redevelopment of the former Galleria Mall on Main Street in downtown White Plains, the largest transformation of a traditional enclosed shopping mall into a dynamic mixed-use residential and retail destination in the New York metropolitan area.
The rezoning created a new Transit Development-2 (TD-2) District to accommodate the demolition of the existing former Galleria Mall and City garages and the construction of a new approximately 3.7 million square foot mixed-use development consisting of approximately 3,200 units of multi-family residential housing and 229,000 square feet of retail/commercial space, with approximately 3,400 on-site parking spaces. The project will also add significant new publicly accessible open space to the downtown. In addition to the rezoning approval, the firm secured authorization from the Common Council of the City of White Plains for the sale of the Galleria municipal garages to the developer.
DDWWW worked with the City for over two years to develop the project, including a comprehensive environmental review process under the State Environmental Quality Review Act which culminated in the adoption by the Common Council of an Environmental Findings Statement on September 2, 2025, leading to the rezoning.
